Community Arts Resources (CARS) developed a complete set of plans for the Environmental Impact Report for four alternatives for a new Latino/ Latino American cultural center to be built in the historic El Pueblo district of downtown Los Angeles. CARS worked with Levin & Associates on the adequacy of the architectural designs from a programming and use perspective, ennvisioning the programming matrix for the center that included a school, gallery, theater, publicly accessible multi- purpose space and outdoor festivals. Additionally, CARS created administrative infrastructure, budgets, audience usage, occupancy matrices, and calendars for the four proposals.
